Class 1 DSA Inspectors
Robert Rocca – Class 1 (#2429):
Robert has over 24 years of experience in construction with several certifications in addition to DSA including OSHPD C-A, reinforced concrete, structural masonry, structural bolting and welding, spray applied fireproofing, and Contractor’s License B and C-8.
Carman Lightfoot - Class 1 (#4495):
Carman brings 38 years of experience in construction as a contractor, supervisor, craftsman inspector. He has worked on numerous school, hospital, public works and commercial projects. Carman also holds DSA masonry, ICC structural masonry, ICC reinforced concrete, ICC structural steel and welding, ICC sprayed applied fireproofing, AWS-CWI and ACI field tech 1.
Jim Moore - Class 1 (#4926):
Jim has been an inspector on approx. $20 million dollars worth of construction. Some of the projects include football soccer and track stadiums, including bleachers, new buildings and artificial turf. He has been an inspector on elementary school and high school modernizations. He has an extensive background in electrical, fire alarm and communications. He has also worked as a project superintendent and project manager. He has been in construction for approximately 40 years.
Reed Sympson - Class 1 (#3518):
Reed has worked in the school construction industry for over 25 years. He is knowledgeable and experienced in inspections and project management. He specialized in civil, structural steel, electrical, mechanical and architectural finishes.
Class 2 DSA Inspectors
Jim Edwards - Class 2 (#3173):
Jim has a General Contractor License, an ACI Technician Certificate and is a member of the American Construction Inspectors Association. Jim has 38 years of experience in the construction industry.
Class 3 DSA Inspectors
Leo Scarpace - Class 3 (#4750):
Leo has spent over 10 years in the construction industry specializing in framing and masonry. He has worked in the modular building industry and has worked as a Project Manager on many modular building projects.
Perry Chamberlain - Class 3 (#4654):
Perry has worked in the commercial construction field for 30 years. He is a licensed California General contractor, an IBEW certified Journeyman Electrician, as well a certified Network Administrator, and fire alarm/ life safety technician. Perry Has supervised large commercial electrical projects, as a superintendent on many projects including well as over $200,000 in school renovation projects in Southern California.
David Cass - Class 1 (#2847):
Dave has been approved for DSA inspection since 1993. He has inspected over $59 million dollars of elementary, middle school and community college construction, including steel and wood framing, masonry, and relocatables. He taught junior high through college levels for 14 years and has been a general contractor since 1989 with experience in residential new construction. He has been a project manager for over $51 million dollars of new high school construction including new bleachers, and synthetic track.
Steve Madison - Class 1 (#5117):
Steven has been a contractor for over thirty years. He has extensive experience and education in the area of construction.
Steven Rodriguez - Class 1 (#1651):
Steven has had over 18 years of experience as a construction superintendent on projects throughout California. He has supervised schools, military projects, medical facilities, shopping centers, and other private professional or public works projects.
Thomas Huggins – Class 1 (#1624):
Thomas has been a special inspector since 1986, an independent construction inspector since 1990, and a class 1 DSA inspector since 1999. He has worked on many school construction projects, ranging as high as 57 million dollars.
Duncan McKay – Class 2 (#5274):
Duncan has been a construction inspector for ten years. He has worked on projects ranging from K-12 to community college level.
Cheryl Daniel - Class 3 (#4609):
Cheryl has spent several years as a project manager, project engineer, and project superintendent. She has worked on many commercial remodels, as well as airport terminal and public school remodels.
Jason Rocca- Class 3:
Jason has over 15 years experience in the construction industry. Starting as a laborer for his family’s construction company, he became a DSA certified building inspector at the age of 25. He has inspected projects ranging from $40,000 relocatable buildings to assisting on a $20,000,000 brand new middle school His background is in concrete and framing systems. Jason is also currently appointed as Planning Commissioner for the City of Hawthorne, CA.
